Compatriots can enter a university for free education in the following cases:
- within the quota established by the Government of the Russian Federation in accordance with Decree of the Government of the Russian Federation of October 8, 2013 No. 891 “On establishing a quota for the education of foreign citizens and stateless persons in the Russian Federation” - in the directions of the Ministry of Education and Science of the Russian Federation;
- upon admission to places within the admission control figures in the specialties and areas of training for training at the expense of the federal budget on a par with Russian applicants. It is possible for:
- compatriots abroad who became participants in the State program to facilitate the voluntary resettlement of compatriots living abroad, approved by Decree of the President of the Russian Federation of June 22, 2006 No. 637;
- compatriots abroad in accordance with the requirements of Art. 17 of the Federal Law of May 24, 1999 No. 99-ФЗ “On the state policy of the Russian Federation with respect to compatriots abroad”, provided they submit documents or other evidence established by law.
